Haryana Online Building Plan Approval System (HOBPAS) is a digital platform launched by the Haryana Government to streamline the approval procedure for building plans. HOBPAS helps eliminate bureaucratic delays and facilitates paperless approvals for builders, architects, and property owners.
The following steps will help you register on the HOBPAS official website:
Step 1: Go to the official Haryana Online Building Plan Approval System website.
Step 2: If you are a new user, register yourself as a public user by filling in the related details, such as your date of birth, full name, contact information, and security-related information.
Step 3: Click on the ‘Save’ option and proceed further.
Step 4: You will be asked to fill in more details for activating your account.
Step 5: Login in entering the relevant details, and then you will be directed to the home page of the HOBPAS website.
Step 6: If you are a structural engineer, PH engineer, or an architect, you will get two registration options: one as ‘New Registration’ and the other as ‘Already Registered ULB’.
The following steps will help you apply for a building plan for a TCPO in Haryana:

Step 3: Click on the ‘Add New Property’ option on the dashboard and select the relevant district from the drop-down menu.

The Government of Haryana has proposed that all the approvals related to DCP and DCU approvals, including building plan approvals, must comply with the Draft Haryana DataCenter Policy. The approval duration for a building plan via HOBPAS typically takes around 5 days if all documents are submitted correctly. Moreover, a firefighting scheme and the consent to establish it must be given to the industry within 10 days of the application acceptance.
